Under the supervision of the Business Manager and Executive Director, the HR Coordinator/Business Office Manager will provide administrative support in the Branch Human Resource, Payroll, Daily Batch Reconciliation, Incident Reporting and Filing. Will also play a major role in growing and managing the administrative aspects of the Annual Campaign, assisting with donor development and stewardship, Board development, organizing special events, and overseeing the branch room/space rentals. Manage Executive Calendar.

The Business Manager will rely on the incumbent to provide excellent support/ feedback on a daily business operation. The incumbent will provide direct support in the timely administration of all HR processes. The incumbent will provide support in timely processing of employment packages and data entry into the system, handling of employee benefits, control and audit of departments’ bi-weekly payroll before final approval.   Will work directly with Government Program Directors and enter all Labor Distribution timely and accurately to all projects. Timely review and audit of payroll to identify challenges and recommend solution to the Business Manager and Executive Director. The Executive Director will rely on the incumbent to ensure a well-organized and successful Board and Annual Campaign.

KEY RESPONSIBILITIES:

Human Resources Responsibilities
Process employment and volunteer documents in timely manner – includes the following:

  • Generate and maintain supply of New Hire Packets, Status Change forms, etc.

  • Document verification and accuracy.

  • Data entry of employee Screening process.

  • Youth & Family screening and agency processing.

  • Timeliness and accuracy of Connect System input (facilitate approval process).

  • Maintain accuracy filing of all employee and volunteer files.

Process unemployment claims, Workers Compensation, NYS Disability forms, manage employee benefits in a timely manner – includes as follows:

  • Branch liaison for FMLA, Medical plan changes, providing staff with benefit forms; health insurance; retirement; direct deposit, credit union, etc.

  • Provide vacation, sick and personal benefits upon request.

  • Timely response to unemployment claims.

  • Timely entry of Workers Comp claims.

Employee Relations and Conflict Resolution.

  • Assist with employee relations investigations and work with supervisors and the Association office to find resolution, handle employment terminations.

Enter, update, and renew staff memberships.

Maintain up-to-date job descriptions and staffing table for staff.

Fund Development and Board Administration Responsibilities
Manage administrative aspects of the Annual Campaign, Board, Special Events and Rentals – includes the following:

  • Serve as a member of the Annual Campaign Committee, working in cooperation with volunteers and staff to ensure a well-organized and successful campaign.

  • Carry out as needed mailings produced in-house including merges as needed to maintain and increase donor base as well as communicate with members and community.

  • Enter Gifts/Pledges into the AS400 on “as they come in” basis and produce weekly reports, prepare acknowledgement letters for donors and make sure they are sent out within 48 hours.  Also maintain a tracking/filing system for all gifts/pledges that meet the requirements of audits.  Hence reducing the Branch’s liability.

  • Attend Committee Meetings, Board Meetings, Fund Development Cabinet and Special Events to build relationships with Y professionals/Leaders and Supporters.

  • Prepare and organize board materials in a timely fashion as well as prepare Agenda and Minutes for Senior Staff and Board Meetings; to ensure smooth operation of meetings that will overall impact on the success of the branch and the board.

  • Help in planning and executing events related to the Annual fundraising initiative, the Annual Campaign and Branch events; to ensure a well-organized and successful event.

Payroll and Financial Responsibilities

  • Branch HR and Payroll Audit.

  • Participate in branch audit preparing documentation for auditors and government agencies.

  • Payroll Audit bi-weekly payroll for entire Branch before the final approval of Business Manager.

  • Payroll adjustments, vacation payouts and historical edits.

  • Process Labor Distribution and distribution adjustments for government programs.

  • Daily Cash drop reconciliation and Chargebacks.

  • Payroll and Benefit budget preparation and branch payroll budget review.

  • Distribution of Open Purchase Order and Invoice on Hold Reports.

Other Responsibilities

  • Room/Space Rentals.

  • As a member of the Management Staff Team, upholds all Association and Branch policies and demonstrates the values of Respect, Responsibility, Caring and Honesty in the performance of all duties.

  • Administrative Support to the Executive Director, Business Office and other departments as needed to ensure effective communication from the Executive and Business Office.

  • Other Duties as assigned.

DESIRED SKILLS:

  • Bachelor’s Degree or equivalent work experience.

  • 3+ years’ experience in Human Resources and/or Business Administration.

  • Knowledge of Human Resources, employment benefits.

  • Knowledge of Payroll.

  • Knowledge of Microsoft Word, Excel, AS400 system.

  • Excellent verbal and written communication skills.
